It literally doesn't. It just seems that way because you remember the misses more than the hits and have confirmation bias. Go use an 80 accuracy move 100 times, it will hit roughly 80 times.

Hitmonlee gets the kicks (except Low Kick) and Submission.
Machamp gets Submission and Low Kick.
Primeape gets Submission and Low Kick in Yellow only.
Hitmonchan and Poliwrath get only Submission as fighting stab, but that's because it's a widely distributed TM.
Rolling Kick, Jump Kick and Hi Jump Kick are Hitmonlee exclusive. Double Kick can be learned by Hitmonlee, Jolteon and the Nidos.
