No they're not. G-Max Blastoise pretty much disproved that already. Blastoise can water at such high pressures it can punch through steel. There's no way the cannons wouldn't break if they were bone.

It wasn't even meant to evolve from wartortle and since capumon didn't have elemental types probably it didn't even have an assigned type when it was later redesigned for the actual pokemon prototype. Or this >>45066630

On one side I like how it doesn't overlap with Empoleon's niche.
