Have you ever even used luxray in higher tiers dude? It gets a lot more milage out of being a pivot that can come in, drop and intimidate, then volt switch out doing good chip on the opponent while keeping your team's momentum. Think of an electric type incineroar. Giving it strong jaw is redundant too because you'll still be doing less damage than if you used the guts set.

Yes they do, there is literally no reason to want your volt switch or u-turn to do less damage

People use non-STAB Volt Switch that Ground-Types are immune to on Pokemon with shitty Special Attack stats such as Foretress and Cobalion. Volt Switch is still gonna get use on Luxray, even with a severely nerfed Special Attack. How much chip damage U-Turn/VS does doesn't matter that much, only the fact that it does chip damage at all matters

I feel like you're comparing apples to oranges here. Yes defensive mons like forretress would like to use those moves to do small chip and switch at the same time, but luxray isn't a Mon that comes in, sets up hazards, then needs to leave, it's an offensive pivot, it gains more from it's kit by doing more damage with it's volt switch because it didn't cripple the team with hazards it slowed a physical attackers momentum then got it in KO range with it's volt switch or heavily punished the Mon that switched in

If you're using luxray you will be pivoting in and out a lot so yes VS is a considerable amount of it's damage output, in not going to argue about having more speed being useful because every single mon would benefit from more speed, bit in luxray's case it would benefit more from a strong priority move rather than a needed volt switch.

It gains even more from having better Speed. Better Speed will allow Luxray to outspeed way more Pokemon and allow it to run Adamant in some cases. Right now, the main reason Luxray is shit is because of it's shitty 70 Speed. Lux is not bulky enough to justify such terrible Speed, so it's therefore a shitmon. Luxray would gain way more from better Speed at the cost of better SpAtk, than vice-versa. Better Speed is just generally more useful

Luxray isn't shitty because it's speed dude. It's shitty because it's movepool is barren and it has no priority along without having a powerful physical electic stab
Generally you would want your pivots to be slower to allow you to pull of a slow volt switch allowing luxray to tank the hit before your switch in allowing you to gain essentially a risk free switch.

It gets intimidate which makes up for it along with the small buff to it's defenses + 6 it would essentially be a less bulky faster incineroar.

Intimidate is easily countered in Singles, so it doesn't factor much into it's bulk. Even in Doubles, there are many Pokemon with Intimidate-immune abilities, therefore making Intimidate less useful as a tool or way of lessening Lux's mediocre bulk. Also, what if Luxray gets hit from the special side by a Pokemon like Nidoking or Gastrodon?

Intimidate is still good for pivots regardless and why the fuck are you leaving luxray in on gastrodon and Nidoking? This is not a good argument as it can't do anything to those mons regardless of what set it runs if you're playing like and idiot and leave your physical pivot in on special grount type attackers you deserve to lose.

The Binacle line steals the Burmy/Wormadam gimmick. Now, whenever Binacle faints, it anchors itself to objects from its surroundings: scrap metal in buildings, fallen wood in grassy/forested areas, and the standard rock everywhere else. When it evolves to Barbaracle, its form is fixed to whatever it was last anchored to as a Binacle and its type and moveset changes to match. Grass Barbaracle has -10 Defense and +10 Speed compared to the standard Rock Barbaracle spread, while Steel Barbaracle has +10 Defense and -10 Speed. Grass/Water and Steel/Water are much better type combos for a Shell Smasher with Tough Claws than Rock/Water, especially with Grass picking up Leaf Blade/Power Whip and Steel gaining Bullet Punch/Meteor Mash, so with this change 2/3rds of all Barbaracle forms could be OU.

Raichu is really terrible in competitive, anon. It's so bad that it doesn't even reach the lowest tier by usage. That said, making an OU mon out of it wouldn't be terribly difficult: just let it use the Light Ball and you're most of the way there. Surge Surfer and Zippy Zap would probably seal the deal, though you might need to add a subtype (maybe Fairy?) to keep the Alolan variant from completely eating Kantonian Raichu's lunch.

Anon, nearly every cat Pokemon gets Fake Out, including things like Delcatty and Purugly. The Shinx and Litleo lines miss out, but they're definitely the exception here.

It would be simplest and most effective to just let it use the item that the other 2 members of its line can use. Not to mention it would be utterly impossible to make Raichu OU without completely redesigning the Pokemon as it is. Even giving it +60 stats in total wouldn't push it past UU.
