I don't think it even has implied in-game lore like darkrai or shaymin. It was a cool concept that felt victim to Gamefreak's laziness
Oddly, I'd say all the "important" legendaries fell victim to this. The Tapus and UBs got the juicy stuff, while Solgaleo and Lunala for example feel like an afterthought by comparison only carried by the Nebby twist.
