Giovanni didn't give a shit about Silver but cares about appearances and hierarchy, and Silver just seems to have been neglected by his father, not abused. He was probably raised by servants or other mobs who were told to teach him basic shit and keep him presentable.

Neglect is abuse and you make it sound like Giovanni is just neglectful because of his job, based in his characterization in USUM and Masters, Giovanni is one of those narcs who think they are immortal and don't think they need an heir, Silver was probably a fuck up and he just keep him in the Rocket hq, also the other Rockets including the admin don't seem to care about or respect Silver

There's nothing that suggests Silver was actively mistreated or anything. It sounds like he even looked up to his father before he got wiped out by a ten year old kid and Silver lost all respect for him. It just sounds like he was kept in the background. Nothing that implies a Ghetsis or Lusamine level fuckup.
