What is your preferred Normal-resisting Phazer in Gen 2, and why?

The classic choice, and the only true counter to Snorlax with Earthquake, but contributes very little offensively.

Good role compression, can do many things, a Swiss army knife in Pokémon form. Unlike the Steel-types, it resists Fire instead of being weak.

Excellent role compression, with Rapid Spin, Explosion and the role of a Normal-resisting Phazer. It combines Tyranitar's Fire resistance with Steelix' Electric immunity, but has two 4x weaknesses.

A more powerful Golem without Rapid Spin and Explosion.
