Ground = Rock + Normal types. Animal ground types could just be Normal with (actually quite varied) abilities.
But supposedly it is:
Rock = "golems"
Ground = sandy, muddy or underground habitat. Soil covered mons can still be reached by roots and be exposed by water, but they should resist Heat and/or Cold, by that logic. Cold weakness only makes sense if they are the "Lizard" type, but it includes many pachyderms or "Heavy like the Earth" mons, and then the absence of heat resistance also wouldn't make sense.
I think ground type attacks are supposed to be "mining" attacks, which is why they beat steel and rock. But honestly, Ground type attacks have been very poor in concept. Most are Normal attacks + weak soil throws. -->Then why not make the weak soul throws just weak rock attacks? It even makes sense for them to hit Flying types like a Rock attack would!
So the logical thing to do is to make Ground into a Lizard type, but even better yet would be to recategorise clay mons and soil attacks into Rock and animal mons into Normal.
Further improvement would be to establish the Rock type as the "ceramic" insulating type, and Steel the conductive type. Basically:
