Tigers and bells are often associated with myths and magic, it could've made a nice Fairy/Electric type

Alternatively Electric/Ice if they wanted to make it based on a Siberian Tiger

I know it most likely would've been a mundane pure Electric but I'd like to think it could've been more interedting than that

And the face mouth and ears. And we know a few of the gen 3 designs were carried over from gen 2's development. Huntails design was from spaceworld, Snorunt seems heavily based on the small berserker, and we know Shuppet was a design they had planned for latw Gen 2.

There's a difference between Pokemon that are only loosely related by an idea with decades of time and designers separating them, and ones that come one after another. Huntail and Gurotessu are almost certainly the same. Extremely similar design, the same pose, and Gurotessu was an extremely late cut in Gold/Silver's development.

Wobbuffet used to look like Shuppet and had the same JP name (Kagebozu). They obviously reused it for gen 3; hence why Wobbuffet got shadow tag and Shuppet/Banette almost got it in the gen 3 beta.

There's already several electric cat lines in Pokemon, including ones like Raikou and Electabuzz. Also Gen 4 "reused gen 2 beta" ideas have virtually nothing in common with one another other than the simple base idea and almost certainly had no impact on one another. People had wanted "grass eevee" for years because it was the obvious odd one out.

It has had many spiritual successors. Spheal hasn’t even come to mind, thanks for pointing that out OP. I’m sure that Growlithe, Jolteon, Marill, Raikou, Incineroar lime Zeraora and probably a couple others can be dissected to have some conceptual DNA from this guy

I genuinely think they removed it when they decided the Mascot and were worried it would overshadow Pikachu/Pichu, and it's probably also why they changed its typing completely in gen 3 if they really did make it into Spheal, since by god Ice needed some representation.
