Only low elos think Mega Chomp is a straight downgrade.
It's much better at wallbreaking and completely replaced the mixed sets the base form used to use.

They're both in OU in both gens they appeared in. Obviously more people used normal chomp, but that doesn't mean mega chomp was significantly worse.

It actually is significantly worse.
Megachomp is only OU on a technicality, because you need to use normal Chomp in order to use it.
I'd personally argue that the loss of the item slot is enough to consider letting megas drop below their base forms, but I don't make the rules.
