Assuming you at least gave Wigglytuff 60 on both defense stats (so its high HP is actually usable) and Soft-Boiled, it could probably be a respectable RU mainstay. However, to be close to Clef’s viability it would need a great ability like Magic Guard or Unaware to even come close.

No, just make it pure fairy on top of a stat boost and you're set. Throw in Magic Guard or Unaware and you have a better Clefable.

Why does it matter if it's pure Fairy? Being half Normal only make it lose one resist in exchange for an uncommon immusinty. That's probably the best a dual typing can offer.
