There is no logical reason why Ground and Rock are separate types.

Plants can grow on soil but not every plant can grow on rocks. They are quite different. Being hit by rocks feel different from being hit by sand

Rock type is for pokemon that have rock/look like rock but don’t have anything to do with the ground and fossils
Ground is for pokemon that have something to do with the ground: pokemon that make their homes in the ground, dig a lot, etc.
