You are missing the point of the image though.
All those other pokemon are viable without megas because of new typings, new moves, new abilities, rebalances. You don't need megas.

They could buff it enough. They could easily add a decent amount of points into its stats and rebalance it. Take 30 from Sp. Atk stick that into Attack to hit 120. Add 20 or 30 to Speed to hit 95/105, then add 20/30 to Defense to hit 60/70 (depending on what went into to Speed). Now he's at 445 BST which is respectable for a 3 stage shitmon. It's still not super viable, but it'll actually work in the lower tiers.

GameFreak is just too afraid to give Pokémon who need it major buffs. They'd rather just up the BST by 10 or 20 and put 5-10 points into two stats (like defenses or attacking stats) than actually rebalance the mon.

Also give it Adaptability as Ability 2 (or the Hidden Ability and move Sniper to Ability 2). There's no reason Pokémon this bad should only have 1 ability slot + hidden.

GF doesn't do massive stat changes like that though. The most they'll do outside of Megas/Gigantamax is add 10 points to one stat, or replace an ability (or add one if there's 2), and that rarely if ever happens, when it did it was a weather ability both times.

Anyone who says "hurr megas are good because it gave shitmons a chance at life" doesn't actually play the game. They just see the tacky new designs and the tier boosts on Smogon so they think the Pokemon suddenly became usable while missing shit like Torkoal and Durant who used to be complete trash becoming very viable without Megashit, and the fact that the most common Megas (Gengar, Salamence, Blaziken, Metagross) were of Pokemon that were already fucking good while the supposed """""shitmons that got new life""""" were dumpstered in favor of said Megas if their name wasn't Kangaskhan or Mawile.

Also, both of those being shit as base form, once again especially zard, were also true in VGC where the best sun settler was Zard-y, amongst other things (great baser stats, not being weak to EQ), because the trigger was on a mega evolution, allowing it to remove the enemy weather and hit hard thanks to a mechanic uniquely tied to mega evolution.
