They shoved the *relevant* forms into SM as special distributions/in-game events but oddly enough left the cutscene mon out completely. It's now irrelevant, the games have long since moved beyond it without it ever being distributed (not even a super-exclusive Japanese-only limited distribution) which can only point to it never being planned for one (because they absolutely would have distributed it when relevant to Japan at the very least, if they'd intended it to be an Event).
Like I said, when it's not in the code for the next game, even though Floette is, what are you going to do?
