The people of Ultra Megalopolis tried to harvest Necrozma's power and in the process literally broke it. (The shining stones used to make Z-Rings are theorized by Kukui to be parts of its broken body, which is why the player can use their Z-ring to share energy with it on Mt. Lanakila.) Its shattered body can't properly store/process light anymore so it's perpetually out of energy and in pain from its injury. It possesses Solgaleo/Lunala because they give off so much light energy that it's trying to use them to heal itself or at least ease its own pain.
