Let's assume there's 300 Pokemon only, maybe he has 150 of those in one game, 50 in other, and the remaining 100 in another, that way he technically does have them all but not in one game/dex. He said he never completed A pokedex, not THE pokedex, so I take it he means in a single game, therefore my point above stands and he gets no vacation.
