Raikou was okay once it got Aura Sphere but that event was nature locked to Rash and I'm sure people would've preferred to run Naive (with Extreme Speed) or Timid for pure special attack sets. In Gen 5 it had to compete with Thundurus and in Gen 6 it also lost ground to Manectric which could maintain momentum better with Volt Switch thanks to Intimidate
Entei improved once it got access to Sacred Fire but that is really it's only move and it doesn't get much for coverage outside of Stone Edge, Stomping Tantrum, and Iron Head, so it can't do anything to defensive pokemon like Toxapex or Hippowdown beyond fishing for burns
