Numel does not get Rock Slide. It learns Rock Slide as Camerupt at Level 33, immediately after evolving.
Numel, however, does learn Flamethrower at Level 41 if you keep it from evolving until then. It won't learn Flamethrower naturally otherwise.
You have to choose whether you want it to learn Rock Slide or Flamethrower naturally.
Flamethrower annoyingly enough is a prize TM at the Game Corner, and Rock Slide is a Move Tutor move in Emerald Battle Frontier only.
Your best option would be to evolve it at Level 33 for Rock Slide, then decide whether or not you want to dish out for the Flamethrower TM or teach it Fire Blast with the TM bought at Lillycove. Just be wary you'll be working with Ember/Eruption until you get either.
