Gen 1 - "Personality" in legendaries was tied to anime and movies. It was nice to see them flesh them out in other media, since the games weren't really big on ANY personality or depth yet.
Gen 2 - Legendaries start getting stories, backgrounds, and lore. Ho-oh and the beasts, Lugia as the guardian of the oceans, etc.
Gen 3 - Legendaries STILL have stories and backgrounds, creation myths, and mystery behind them. They aren't throwaways.
Gen 4 - BEST legendary lore imo. From the lake guardians, to even the standalone legendaries, everyone has a lore or background mythos.
Gen 5 - Lore starts weakening, no one really have a tie to their region, and none of the legendaries have significant meaning in the Pokemon universe.
Gen 6 onward - Shallowest backgrounds ever. No legendary has significant backstory, no real lore outside of region and no importance outside of main story. Gen 7 gets a pass because of the island guardians, but that's it.
