the only problem with HMs is that they take up a moveslot - make them an innate trait (that's either "taught" by a hm or naturally unlocked upon obtaining the right badge)
while this generally isn't a problem in terms of move viability (it's ingame, all except flash, cut, and maybe whirlpool are viable to the end) it does mean that if they want to provide a variety of obstacles then you're going to need to make more and more accomodations that lessen the potential for player expression
choosing to replace them with pokerides in gen 7 and remove them all together in gen 8 was retarded and goes against the core idea of travelling the world with your pokemon that the games revolve around
pokemon in general really needs to actually make pokemon have a real influence on the world and how the player travels
