He wasnt a villain and had good intentions but was badly written it would be better if he said that he wanted a legacy so that Galar could be energy-independent forever and do all he could for the people what is frustrating is that there is no real villain in the game and he is just a minor antagonist what is made worse is that he just turns himself into the authorities and one would think that he should reappear in the game at a later point, the game was made worse in the battle with eternatus Marine and Bede should have showed up to help and the dogs should have finished it off after you defeat it

His motive is some what understandable but his retarded execution made him an unbearable villain. The game was so rushed you could tell by the music the villains were meant to be much more evil than they are in SwSh. Just listen to rose's theme, sounds villainous as fuck but he isn't made out to be a villain you're supposed to resent, you just sort of acknowledge his existence and that's about it.

Because the issue was he came across as super impatient and childish when you could have improved his character instantly with one simple change

So many of the stories issues could has easily been fixed too. For starters, the energy crisis should have been specifically about Dynamaxing. Energy really isn't a problem in their world. Especially in 1000 years time given their technology. Why it wasn't 100 is beyond me.

They also should have explained the revival process more for Eternatus. Hell, it should have been part of the plot with you and Bede to see who could collect more Wishing Stars.

Then there's the whole thing with him and Leon. Just state that Eternatus was going to awaken in how many hours and be done with it. You could have given Leon the stubborn streak instead of making Rose look like an even bigger retard.

As a jovial boss of a big company entity he was fine. Him being an antagonist with good intentions would have been fine as well, but they wrote that part in a really shitty way so his whole suffers from it.

He was terrible to Bede because he adopted him as a charity case and promptly forgot him. He's careless and makes decisions on a whim.
