Rape ape is a wasted party slot in VGC.
Especially when Lando gets destroyed by any ice coverage. Rape ape is excessive and unnecessary, and is actually a bit of a hindrance because it can't take hits and is locked into one move.

Lando really isn't that broken.
No reliable recovery and an extremely exploitable 4x weakness makes it pretty easy to take care of and forces the Lando user to actually use their brain when playing.

Yes. Arcanine is a little faster, but Landorus hits A LOT harder, and gets STAB Max Airstream. Once Landorus was available in gen 7, Arcanine usage dried up. Incineroar will probably still be used, however, due to it bringing Fake Out, and being immune to Prankster and Expanding Force.
