Yes it was obviously meant to be another cute elemental mouse. It even has a zigzag tail.

But I always felt like Marill got the least amount of attention compared to the other Pikaclones. I wonder why?

It was supposed to be before they brought Tracey into the anime and everyone got pissed off cause Brock was taken out due to fear of people thinking he looked like a stereotypical Asian so they figured Tracey would have been a better choice and they were wrong which is way Marill doesn't get the full love it deserved

In the context of gen 2 yes. Back then gen 2 was supposed to be the end of the franchise. There is no "must be electric type" rule back then because that rule is only established later on. When we just consider gen 1 and 2 only, it is the cute rodent of the gen. It is no longer one now sadly.

This. Marill, just like Pikachu, has a very low encounter rate in one location only, it was a pikaclone. Not being an Electric-type doesn’t mean shit. Tyranitar isn’t a Dragon-type but it’s the pseudo of the gen because back then there wasn’t such retarded rules imposed on the games.

The whole point of Pichu was to get a cute electric type rodent to leech off Pikachu's insane popularity. Notice they continued to make electric rodents to leech off it to this day, instead of trying to shill different types with its clones.
