you seem to get it wrong
the pokemon are a selling point of the dlc, what would you catch in the dlc areas if all the pokemon were readily available?
exactly, having those pokemon cut and then added later spices what could just be 2 hours of extra content and a couple of new items

I wouldn't even be mad if they'd just been upfront about it.
They could've said "Yes, some Pokemon won't be in the game at launch, but we'll be gradually adding them back in over time." And then give some excuse about why they're doing it, like keeping the game fresh.
