In fact it's the real reason transfers from gen II to III weren't a thing, gen I - II Pokemon data simply isn't compatible with gen III and on, that's why bank essentially generates a brand new Pokemon when you transfer from the VC games and uses a janky, easily exploitable method to generate a nature with exp values.
There are other signs of RS being rushed, like most if not all of the backsprites for gen I - II Pokemon being reused from GSC, or the myriad of glitches existing that involve stat berries. In the end it all arguably made for a better game and laid the foundations for the series going forward, it was just a painful transition to start out with.
It's a shame SWSH wasn't better for all its cuts and downgrades, but perhaps time will show it laid the foundations for good things to come. Not holding my breath though since XY has absolutely failed on that very thing.
