Because "easy" is usually the default over "hard".
Shift/ set and, in gen 6/7, the EXP share, are difficulty settings.

Listen, retard. The company is full of absolute idiotic chinks that just want to make money and can't figure out a way to just properly tell you this. Turning off the EXP share is "limiting yourself" as much as fighting on Easy mode is.

Been playing since R/B and I didn't even know this was an option. I always thought it was a little unfair for me to know what the NPC is going to throw out. After my current Black 2 playthrough, I will do a Soul Silver play (never played HG/SS before, just reg Silver and Crystal) I am definitely going to give Set a try.

Common sense is you have the assist turned on by default, because players who need it may not know to turn it on, and players who don't need it will generally know how to turn it off. Mario Kart 8 had the same thing, but forgot to tell people the assist was there which was frustrating.
