Dutch and Benny are more difficult, unless you gender flipped him and had Brigette or Lanette. Scott may actually fit best though given that HAWAIIAN SHIRT. Dutch is hard, even the actual black characters in later gens don't catch his laid back coolness, yet alone Hoenn.
