No other mon with such high attack has Ice Shard, and the ones that do have more glaring flaws in the bulk department.
Glastrier's only flaw is its speed. Giving it a move to circumvent that would make it OP.

It's not just that it's mono-ice.
It's that it's mono-ice and slow as fuck. With no reliable recovery, no less.
Ice is a bad defensive type, and ice-types are only good when they're not expected to play a defensive role.

I know a better way to balance. Competitive communism: 3 weaknesses/resistances for each type, all moves of each type have either 20/40/60/80/120 base power, 25% for effects only, etc. etc.
