I think the only cover legends to not be banned are Kyurem-black and Suicune, the former because it just lacked a physical ice move entirely, and the latter for an obvious reason.

The Kyurem-B unban was a mistake, not just because it is arguably still broken in gen 5 but because now every brainlet wants to replicate it every time a somewhat weak legendary comes out.

it was only unviable because lunala was better in almost every way, and using it also meant you couldn't use dusk mane (a top 3 pokemon that's basically mandatory for many team comps)
