When gamefreak decides to broaden the availability of these moves to, lizards and electric venomous salamanders, they're essentially admitting that they know how valuable this type of asset is. Instead of taking a more measured approach to create sensible type alternatives to these moves, they instead take a have assed stance and expand the list of pokemon that fit their arbitrary criteria. Before it was just dragons, then it was pseudo dragons like charizard, then reptilian like pokemon like feraligatr, tyranitar and sceptile.
Theoretically there could be a fighting, or bug or normal type variant of (insert stat boosting move here) For example, In the case of typhlosion. This pokemon is slighty too weak to be an offensive threat, and slightly too slow to outpace many stronger mons. You could fix one or the other with a choice item, but not both. If it had access to dragon dance or quiver dance those issues would be remedied, but since it doesn't meet the type or creature criteria to receive those moves we will never see that happen.
