Duel Masters somehow pulled it off. A PokeTCG anime could pull off something similar (adding a lot of slice of life "kidz" interactions, campy humour etc, romance subtexts)...there's tons of ways to lure in the viewers to watch an anime about Pokemon cards...

I wonder why they haven't made an anime or OVA to promote the tcg.

there are some mangas about the pokemon TCG but they never bothered to make an anime.
a movie or a small ova would be cool even though it's gonna be full Charizard wankfest
