The idea that they're trying to convey is that the Crown Tundra is an ancient place that has been preserved through time either by Calyrex or simply by the fossil Pokemon emerging from the legendary Dynamax Den/Cave thing. It's essentially like a Journey to the Center of the Earth type of place but not underground.
Think about it, there's only one, small settlement there that is more primitive than any we see in mainland Galar. Their primitive lifestyle has allowed the environment to maintain the conditions needed to support the lives of ancient Pokemon who can't live in environments warped by the incorporation of modern technologies and science.
There are Regi temples that are basically untouched from thousands of years ago, ruins scattered about the land, and Peony is leading his own "exploration team." All of these imply that the land has basically been untouched by modern science and innovation. If the land had been explored already, there would likely be tourist spots like the ones set up in Turfield to view the ancient Pokemon and locations as attractions. The Legendary Dynamax cave thing and the train station are probably relatively new additions to the Crown Tundra's history and the only things that are modern about the area.
