The real issue is the absolute environmental train wreck introducing long-extinct species into the modern wilderness would cause. If this wasn't a children's series unconcerned with such things, this would be a massive ecological nightmare that could actually have been used for a plot.

There's another NPC who talks about "rocky pokemon" recently appearing, referring to the fossils. They tell you the Crown Tundra is in an unnatural state and it's made weird Pokemon turn up.

Soak has existed since at least gen 5. I distinctly remember a PokeStar Studios movie where you had to use it to beat a Dark/Ghost type with Wonder Guard.
Also, didn't the sprinkler just enable Pikachu's electric attacks to hurt Onix? And not actually hurt Onix itself?
