If you haven't encountered them yet, just leave it up to chance
Once you've seen them, you can track them via the Pokedex (don't fly, that resets their location.)
Then it's just a matter of entering and exiting a route and then double checking their location until they're on the same route as you.
And of course make sure you have a Pokemon with Mean Look

Go to the route where the cycling road is and keep entering the southern most entrance to the cycling road. Have a max repel on and check the grass once or twice. If nothing appears, re-enter the yellow house and try again. Once you go through all your max repels, reset and try again. It should take at most half an hour with this method.
