All that being said you have a good base for a sculpt if you remove the eyes and rings. Dynamesh (or whatever it's called in blender, I sculpt in zbrush) and enter sculpt mode and go ham.

When sculpting you can make some things mesh detail, though even in that case I'd say you should make the eyes part of a texture (maybe normal map indent? depends on the style you want to render in) for mudkip's design.
It's obvious you're still learning the program, and for a second model that's pretty good. Just remember you don't need things to be that smooth all the time, in fact sometimes things look better if not smoothed out.
