Of course they're going to have similar bulk, but one difference is shuckle is also weaker to more types than regidrago, with shuckle being weak to water, steel, and rock, and only resists normal and poison, whereas regidrago, while also only being weak to 3 types, is resistance to water, fire, electric, and grass, all key offensive types. This means shuckle is more likely to be able to be hit by a super effective coverage move than regidrago is, as most things dont carry dragon or fairy coverage, the exception being ice.
The difference is though even if they have similar levels of bulk, having a higher hp stat is a hell of a lot better because of the existence of moves like nightshade and specifically seismic toss;
at level 100, Shuckle can have a max hp of 244, whereas regidrago can have a max hp stat of 604 at the same level; so who is going to survive more seismic tosses?
