so long as movepool includes boosting moves any STAB can be made to work, and neutral abilities are fine-Zapdos is still great with just pressure, and Metagross is still tough with clear body and light metal.

This is hard because the must be is Movepool, I'm inclined for typing because at least gives it some leverage..

ability and movepool for sure, abilities can make or break a pokemon in some specific cases and bst is only good when it has movepool, while typing can be always be beat by something with neutral coverage

Typing also helps, but isn't as important.
And BST really doesn't matter as much as distribution. Granted, at some point a mon's BST can be so high that it's virtually impossible for it to be bad without a hindering ability. Take Mega Rayquaza for example, which has the stat distribution of a SFMA, but its BST is so high that even its worst stats are above average.
But by "good BST", I assume you're implying a sub-600 BST, not a BST of 700+.

Assuming its stats are proportionally the same, it would still be pretty weak.
It would be the single fastest mon in the game and be even better at using its obscene support movepool, but it wouldn't be able to use its offensive movepool too well.
