You can access the Isle of Armor and CT as soon as you reach the train station which takes like 30 minutes and Pokemon scale with your story progress. I don't know the logistics but potentially the legends could scale with that? Probably not but thats my first guest

No, Crown Tundra doesn't scale. I tried it with a save that just got past the first visit to the Wild Area, and the Pokémon are still level 70.
