Why did they waste time even making this dude if they weren't planning on giving him a backstory? I'm wondering if he will play a role in a future gen?

because they cut the idea of pokemon gyms in alola at the last minute. he must have been one of the only models finished up by that point, for gym leaders(that hasn't been re-purposed), so they gave him a little role in the game not to waste the asset
