Specs sets with Tapu Koko for terrain will sweep entire teams if there isn't a ground type, something with lightning rod or volt absorb, or a bulky resist preferably one with levitate. Latias and some of the Rotom forms can wall it pretty easily, Latias especially as it has roost. Latios and Blissey can also work as checks if they're at full HP when coming in, Chansey too to a lesser extent. Strong priority from the likes of Dragonite and Bisharp also beat it.
I think Ice Beam could put it over the top into ban territory, but as it is it's fine. If Regieleki had HP Ice and Energy Ball or Dazzling Gleam, then I'd be concerned about it breaking the game.
Personally I've had zero issues with facing it and tons of fun using it. As it is, Regieleki is extremely well balanced as it has incredible strengths and weaknesses.
