lets say that hypothetically dark, steel, and fairy types were never created. How would you nerf psychic type to make it balanced?

I wouldn't. Psychic is supposed to be a busted type like dragons

Gengar was top tier OU in genwun though. The problem with ghost is that there were no ghost moves super effective against psychic distributed.

The RBY meta wasn't a 'type chart meta' like other gens'.
That said, psychic types being OP in gen 1 is just a meme. Normal types were the dominant type because they teared each other's buttholes (and other type's buttholes too). At least Psychics resisted themselves.
