You could trick a utility umbrella or safety goggles on him if you want to do it proper

Or you can just fight Articuno on a day that it isn't snowing in its area. I caught it yesterday when it was cloudy in Giant's Bed. One attack from G-Moltres got it into red, then I just threw Dusk Balls until it caught. No need to worry about weather.

Should also note that G-Articuno can only hit Dark types with Hurricane, so any pokemon with some special defense (G-moltres for example) can just stall while you throw balls.

The birds' naming conventions are a lot more generic (Freezer, Thunder, Fire) in Japan, but the names make a lot more sense for the Galarian Birds here since their abilities happen to line up with assumptions that they're the exact same as the Kanto Birds.
