Is this a potentially busted af Pokémon balanced correctly?

I can't speak for singles, but in doubles, it seems kind of weak. It dies to basically one hit, and can't consistently get OHKOs without setup, which you can either do by bringing Tapu Koko and having half your team share a weakness, or by blowing your Dynamax on something else (or itself).

Assurance doubles in power if the target lost any HP that turn so far.
This includes Hazard Damage, so it’s Regieleki hitting Excadrill with a 120 BP dark move.
Unfortunately, calculator doesn’t properly have Assurance programmed and only displays a weakass 60 BP move.

Most of its better moves as Physical.

With Specs you get Ancient Power, Thunder Bolt, Rising Voltage, and that’s about it.
Volt Switch can and should be used on both anyways.

I think being busted af means here that Regieleki has suck high speeds it can outspeed Double Speed Pokemon, like Modest Kingdra in Rain, with its speed alone, and has insane STAB power.
It’s balanced because it has shit coverage and other weaknesses.
