It's a cute sounding attack. Which is why most Fairy Pokemon are even Fairy type to begin with.

It's called "Frolic" in Japanese, and the animation is literally taken straight from cartoons/anime gags where characters fight and it's obscured by a ball of smoke.

Something playful/cartoonish like that is a perfect fit for the Fairy type.
