I think you're the only one who sees it. Oshawott has a completely oval body while Piplup also has legs and a sort of mantle/tail.
As for the arms, it's because it's a tiny chibi anime otter.

The issue with starters today is that they try to push specific personalities/characterization way too much into the Pokemon now. They don't feel like seperate sets of species, but rather just a cast of characters with wacky personalities.
