Rotom is a diverse pokemon and you kind of need to know its role on the team to stat it appropriately
it can be fast and offensive, fast support (trick), bulky, etc.
so, what are you using it for?

it can dish out a nasty z-move or thunderbolt. it can also defog away hazards. originally had toxic, but some anonfag recommended pain-split. doesn't make any sense to me, but if you can explain it then i'll consider swapping toxic for pain split.

actually i think i figured it out. is choice scarf good on a rotom with thunderbolt leaf storm defog and either toxic or pain split? i think i need a speedy speed boy.

honestly with that set I would put on trick - it lets you cripple a defensive pokemon, steal their leftovers, and use defog without being locked into it later into the match
alternatively, volt switch will help you keep momentum
toxic and pain split are better on bulkier rotoms, I would say

Just think about what you need that mon to do, then open up a speed tier list or the damage calculator and figure out how many EVs you need to accomplish that. It sounds really obvious, and it kind of is, but approaching the problem that way gives you more concrete tradeoffs (e.g. are you willing to be outsped by X mon if it guarantees you the KO on Y? or vice versa) instead of an abstract balance of stats. For a scarfer it's hard to go wrong with just max/max (Special) Attack and Speed, but if you plan on throwing it into attacks often I invite you to pull up the calculator and figure out how much power or speed you'd be willing to sacrifice.
