But on the notion of the age of consent, 18 is chosen because it was what was believed to be full maturity no matter what. In actuality, people physically mature at different rates when going through puberty, so there is no set in stone age where all people finish physical maturity, it's just that 18 happens to be an age that most people believed "well, at this point, they had to have stopped going through puberty".
Now, different cultures might have different ideas of what that age where people stop going through puberty might be, which is why not all countries have the same age of consent.
But, with all that said... none of this matters, because we're not talking about real people. We're talking about CARTOONS. Rosa isn't real, and if she WERE real, whatever age she was in B2W2 wouldn't apply anymore, because people age, and that game came out 8 years ago. But she's a cartoon, meaning she's not real. She's the creation of an ADULT'S mind, and her voice actress (both in the U.S. and in Japan) is ALSO an ADULT, and that would be the closest thing to her being real.
