it's a reference to 人馬一体 which is defined by Jisho as "unity of rider and horse" and was localized, also recently, by Fire Emblem Heroes as "Horse and man as one!"
it is only meant to refer to Calyrex because he is riding a horse. you may as well ask me to imagine playable Eternamax Eternatus, because neither is happening.
