Doesn't really feel like a transition from Squirtle to Blastoise. Ivysaur gets Venusaur's pink thing, Charmeleon's Horn transitions to charizard's horns, but Wartortle gets feathery ears and a biggerr swirly tail. Meanwhile Blastoise has ears that don't match that, and a short, stumpy tail. Looks more like he was the original Squirtle design but then they came up with something cuter and instead of designing an appropriate mid-stage, they bumped it to second stage. And yeah, other pokemon have that design issue like Dartrix/Raboot/Quiladin, but I like those designs by themselves. Wartortle has a design that's kind of boring on its own. It lacks Squirtle's cute factor but doesn't really look cool either.
I might like it better if Blastoise looked different. Something about Wartortle just feels out of place to me
