Step 1: Beat the Galarian Star Tournment (I've only done it once.)
Step 2: Get max rank in the Battle Tower.
Step 3: Complete all legendary clues in the tundra.
Step 4: Speak to the NPC by the door of one of the houses, they'll tell you a story of a lighthouse from their childhood.
Step 5: Go to the Lighthouse in Hulbury. Victini will be behind the statues.
There's a nice little cutscene afterwards with Sonia too.
