A Pokemon doesn't have to be some fundamental part of the natural world to be legendary, it just have to be rare enough that the only proof of its existence comes in the form of legends. Outside of that it could be anything. The Galarian birds are even more interesting because it's like someone saw them, noticed that they resemble the legendary birds but not exactly, realized they can only be found in Galar, and just assumed that they're Galarian forms of the legendary birds when it's very possible they're different Pokemon altogether. All of the Pokedex entries reinforce this idea, citing that their physical traits are what inspired their names. This also confirms that the Pokedex doesn't just magically know what every Pokemon is by scanning it or whatever, it relies on pre-determined knowledge.
